We have the honour to report that, in accordance with your directions, we have fully enquired into the discontent existing amongst the European members of the Yard Police Force.

From the evidence given we are of opinion that the following are the causes of the discontent in, and unpopularity of, the Yard Police Service:

(A) Conditions of Service do not compare favourably with those for the Colonial Police Force.

(B) Pay and prospects are not sufficient to attract the right class of men.

With regard to (A) a comparative statement is attached shewing pay, allowances &c. of the two Services. It will be seen that the Yard Police compare unfavourably with the Colonial in every particular.

As to (B) we are of opinion that with the increasing demand for Chinese Customs Officers, Overseers, Dock Police, Inspectors and Foremen at the numerous new works in progress in the Colony (such as Naval Yard Extension and Quarry Bay Docks and Godowns) respectable men can at all times readily find employment with better pay, and better prospects, than the Yard Police Service. There is also a great demand for the same class of men at Manilla and other ports within a few days journey. It has therefore followed that only persons who are unfit for steady civil employment, or those who are waiting for better billets, find their way into the Police ranks.
